WHAT WE CAN DO FOR YOU

Tariff Concession Orders (TCO)

Under the Tariff Concession System, cost saving tariff relief is granted if substitutable goods are not produced in Australia at the time a TCO application is lodged.

ICN is the only organisation recognised by the Australian Customs Service to ascertain whether such goods are produced in Australia.

To limit your cost exposure to tariffs and duties, it is recommended that you contact ICN early in the procurement process.

Enhanced Project By-Law Scheme (EPBS)

The Enhanced Project By-Laws Scheme provides tariff duty concessions on eligible capital goods procured for significant projects in the mining, resource processing, food processing, food packaging, manufacturing, agriculture and gas supply industries. The Scheme is operated by AusIndustry, the Commonwealth Government's program delivery agency within the Commonwealth Department of Industry, Tourism and Resources.

The EPBS scheme is a two-stage process:

Stage 1 - The application for acceptance of the project under the EPBS scheme. As part of the application, proponents will need to provide an Australian Industry Participation Plan (AIPP) to demonstrate how it intends to provide full, fair and reasonable opportunity for Australian industry to supply goods and services.

ICN CAN ASSIST CLIENTS TO DEVELOP APPROPRIATE AIPPs FOR THEIR PROJECTS.

Stage 2 - The applicant must demonstrate how it has implemented the AIPP in order to identify potential Australian manufacturers and service providers, to notify them of opportunities within the project, and provide them with the opportunity to bid for project related contracts.

ICN CAN ASSIST CLIENTS TO IMPLEMENT AND REPORT ON OUTCOMES FROM AIPPs FOR THEIR PROJECTS.

ICN provides research services in identifying appropriate Australian industry capability to assist you in applications for Tariff Concession Orders or Enhanced project By-Laws.

It is vital that ICN is contacted early in the project's development (well before commitments are made to import equipment) in order to assist in development and implementation of effective AIPPs.

ICN is unable to conduct retrospective searches for goods subject to EPBS applications, once the goods have been ordered.
